Will this connect my PC monitor output to the RGB in on my LCD TV?
Yes, providing the connectors fit.

It say "fully wired", but the picture shows several pins missing. Can you confirm that all pins are present and wired and uses a 15 way plus screened cable.
The missing pins are 5, 9 and 15 as these are not used, non connects, as per the VESA VGA standard.

AA1784, will this work without a signal booster. i.e. from a laptop, via this cable to a projector?
Yes. We have never had any complaints contrary to this.
