This device is not suitable as it is designed to share SCART signals. To switch between SCART signals you should use either SCART switch box AA3115 or the automatic SCART switch box AA3537

Could I use this to split one xbox 360 input to two separate tv's displaying the same picture?
Yes, You can use this to show the same image on two TVs.

When out putting to two devices simultaneously is there a large drop in signal strength?
No, but this is dependent on the equipment connected.
